Mr. Harkins focuses on the overall operations and strategy of Harkins Contracting, Inc. Also, he is CEO & President of Black River Development, LLC, Harkins Concrete Construction, Inc. and Harkins Ready Mix, Inc.

Mr. Harkins graduated in 1992 from the E. Claiborne Robins School of Business at the University of Richmond with a concentration in Finance. Involved in construction since the age of 16, David assumed overall management responsibility of Harkins Concrete Construction upon graduation from college. David and his father George founded Harkins Contracting in 1997, Harkins Ready Mix in 2004 and Black River Development in 2007. 

Mr. Harkins lives in Salisbury with his wife Audrey and son David. His community involvement includes board member, The Life Crisis Center, Salisbury Advisory Board for the Salvation Army, and Chairman of the Diamond Dreams Youth Center Board of Directors.
